Introduction

Purpose

To establish a procedure for preparation,

distribution, control use of Maintenance

Service Letters and Publication Change

Requests(PCR) , so as to correct inapplicable

information in maintenance data; and to define

the process of maintenance data error report.

Applicability

Maintenance Service Letters(MSL) is prepared

by SYMOB Technical Department on behalf

CSN and is a technical document used to

correct inapplicable information in the

manufacturers’ maintenance data and to notify

the following information:

Note: Airlines starts to modify→ Airlines report

the modification schedule → the manufacturer

→the manufacturer revise manual

formally .The step needs a period of time.

During the period of time the configuration of

the technical manual is different from the reality

of the aircraft . In order to caution the worker

can use the technical manual/document

correctly. The engineer should prepare MSL.

The part of MSL will be kept for long time.

That the existing maintenance data should be

revised due to the modifications on aircraft,

powerplants, or components.

范围

维护信函（以下简称 MSL）是沈阳维修基地技

术管理处为南航的飞机编写的，用于纠正厂家

维修资料中不适用信息的技术文件， MSL 用

于通知有关人员如下信息：

注：从航空公司开始执行改装→航空公司报

告改装进度 →厂家反馈手册修改计划 →厂

家正式修改手册，需要一段时间，在此期间

技术手册的构型和飞机实际状况存在差异。

为了提醒工作者注意正确使用技术手册 文

件，专业工程师应编写 MSL。部分MSL 可

能长期存在。

1.2.1.1 由于飞机、动力装置或部件进行过改装，现

有的维修技术资料应进行相应的修改；

对于南航维护信函和维修资料错误报告管

理，应同时遵照南航的有关要求；对于第三

方客户的其他要求，应遵照客户的要求执

行。

阳维修基地和附件部分别按沈阳维修基地

和SYNOR-A的取证维修项目划分工作职

责，机体部件的离位修理属沈阳维修基地项

MSL/PCR 的产生

2.1

如果南航的飞机，动力装置，或部件在执行

改装后，厂家的维修资料需进行相应的修

改，工程师在编写 EO 的同时，还需编写

MSL。

注：仅限于南航授权的 A320系列飞机。

2.2

按2.3 所描述的处理不正确信息的过程中，

如果证实厂家的资料有错，工程师将编写

MSL/PCR。

2.3

不准确信息的处理

2.3.1

本程序所指的不准确信息，是指维修资料或

者工卡中可能给完成维修任务造成影响的

信息，包括不准确、不完整、不清楚的程序、操作惯例、信息和维修指示。

2.3.2

工作者发现维修资料中有不准确的描述，在

至少获得当班车间主任的证实后，填写

If the manufacturers’ maintenance data needs

to be revised due to modifications on CSN

aircraft, powerplants or components, engineers

shall prepare MSL’S when EO’s are complied.

Note: Ohly CSN A320 serial aircraft

authorization .

Based on item 2.3”Inaccurate information

handing” if the manufacturer’s error data was

verified,

the engineer will compile the

MSL/PCR.

Inaccurate information handling

Inaccurate information in this procedure refers

to ,any inaccurate, incomplete or ambiguous

procedures, practices,information or

maintenance

instructions that may

affect

completion of the mainteneance tasks.

When maintenance personnel finds inaccurate

information in maintenance data, after

confirmed by duty supervisors or above, they

shall complete a BMP 210404-1 “Technical

Data Feedback Form” to record the details, and

技术标准处将南航 PCR 答复反馈给技术管理

处提交工程师，工程师负责核查手册修改是否

符合 PCR 要求：a) 如果已满足，通知技术标

准处关闭 PCR；b) 如果不满足，通知技术标

准处继续与厂家沟通。

Note: A320 serial aircraft no need to submit to

Engineering Department.

In case of any inaccurate information in EO’s or

SYMOB task cards, submit to the engineers

who prepare the EO.

In case of any inaccurate information in the

manufacturer’s manuals, submit to the on-site

support engineers of the TM Div.

NOTE: For CSN technical data, Technical

Department engineers originate the problem to

Maintenance & Engineering Div. Technical

Standard Department. Refer to EP01-305.

Technical Standard Department feed back

the answer for PCR to Technical

Department engineer who originated the

problem, and it is the engineer's

responsibility to check whether the

document revision complies with the

requirement of PCR: a) If yes, inform Technical

Standard Department to close PCR. b) If not,

inform Technical Standard Department to

continue the work with vendors.

For SYNOR-A. mechanics:

Submit to process engineers.

The engineers, or process engineers who

receive the inaccurate information shall review

the feedback.

For the task cards or EO’s prepared by

SYMOB, if the inaccurate information are

editorial errors, the personnel shall revise the

task cards or EO’s and send a feed back to

the generator by BMP210404-1.

If the inaccurate information are description

errors of manufacturers’ maintenance data, the

personnel receiving the information shall

contact the manufacturers in 2 days in written

generator by BMP210404-1.

Note: If the manufacturers confirm the errors

and commit to revise the maintenance data,

the personnel receiving the manufacturers’

reply shall also copy the information to

engineers who is responsible for developing

and revising the taskcards.

Correction of inaccurate information before the

manufacturers revise maintenance data:

注：如果证明厂家维修资料有错, 将做修订，

收到厂家答复的工程人员还应将该信息抄

送给负责工卡修订的工程师；涉及到工卡的

内容，对工卡进行相应的修订。

2.3.4

厂家正式修订维修资料之前，不准确信息的

更正：

2.3.4.1 技术管理处编写维护信函/PCR 对维修资料进 TM Div. prepares MSL/PCR to control the

maintenance data.

The SYNOR-A. process engineers copy the

manufacturer’s replies to Library. The Library

distributes the replies as temporary revisions to

relevant departments.

MSL Preparation

MSL’s should be prepared per basis document,

suchas AD’s/SB’s/SL’s, Manufacturer’sTelexes

and etc.

Note: If the basis document does not have a

document number, for example: the

manufacture’s replies for the inaccurate

information, fill “others” in the block of “ Basis

Document No.”and describe the details in block

of “Description”.

Note 2: If the manufactures have supplied

proper manuals applicable for different

configurations (before and after aircraft

modification), and the maintenance

personnel can obtain sufficient maintenance

information, an MSL shall not be prepared.

注 3： 如果改装项目为取证项目，则在“依

据文件号”栏内填写取证项目编号，如局方未

指定取证项目编号，则填写“待取证后填充”。

Note 3: If the modification is a prototype

project, in the “Basis Document No.” block

enter the project certification number assigned

by the aviation authority. If the certification

number is not available, enter “to be completed

certification”.

MSL 的编写

MSL 的编写应有依据文件， 如：

AD’s/SB’s/SL’s、厂家电传等。

注 1：如果依据文件无文件号，如厂家对不

准确信息的答复，应在 “依据文件号”栏填写

“其它”，并在编写说明栏加以说明。

注 2：如果厂家已提供双构型手册，工作者

可以通过该手册获得足够的改装前后的信

息，则无需编写MSL。

MSL 在 TDMS 中编写，编号由 TDMS 根据

机型和 ATA章节号自动产生，表格模式详见

TDMS上电子版样件。

编写说明：

维护信函的详细内容描述，应包括：

颁发原因；

最新的维护要求；

正确的施工步骤、线路图、零部件件号等；

警告和注意事项；

根据依据文件中对部件互换性的定义，列出

部件的新旧件号，并进行互换性的描述，如

果没有互换性的描述，则默认为不可互换。

MSL 由技术管理处工程师编写，并由相关的

主管批准。

MSL的分发

4.1

技术管理处信息应用管理项目组负责将批准

的 MSL插入到 TDMS中的手册中，手册中受影响的部分将自动出现 MSL提示标记。

4.2

技术管理处信息应用管理项目组将 MSL信息

用邮件通知机务工程部标准处、相关分子公

司维修厂及 GAMECO

4.3

技术管理处信息应用管理项目组将 MSL信息

通知 SYMOB以下部门的指定人员：

航线部、大修部、附件部、质量管理处。

4.4

机务工程部负责与厂家联系、对手册进行修

订。

MSL’s are prepared in TDMS, the codes are

autogenerated per aircraft type and ATA

chapter by TDMS.A template is illustrated as

BMP210404-2 (SYMOB MSL)

Preparation instructions:

The MSL shall include:

Reasons for issuing the MSL;

The latest maintenance requirements;

The correct accomplishment steps, wiring

diagrams, part numbers of the part and

components etc;

Cautions and notes;

List the new P/N compared with the old one

and describe their interchangeability per the

basis document. If there is no description of

interchangeability, the new and old parts are

considered not interchangeable at all.

MSL’s are prepared by engineers in TMDiv. ,and approved by his/her manager

authorized person.

MSL Distribution

Library inserts the approved MSL’s in the

TDMS manuals. MSL tags are automatically

generated and posted in the affected contents

of the manuals.

TDMS automatically transfers the MSL to

SYMOB and Engineering Department ,branch

and GAMECO.

TM Div. Library notifies assigned personnel from

the following SYMOB departments:

LM Dept. OH Dept. SYNOR-A. QM Div.

It is the responsibility of CSN Engineering

Dept.

to liaise with the manufacturers for

manual revision.

Use of MSL’s

The user should search MSL’s existence in the

technical data when he/she look it up. First of all,

He/She should read the MSL If it is in the

technical data.

Before using the MSL’s, the users must consult

TDMS QA Compliance or the applicable EO’s

for MSL’s applicability.

For aircraft that the SB’s have been embodied,

the MSL’s shall apply.

For aircraft that the SB’s have not been

embodied, the maintenance manuals shall

apply.

For modifying aircraft , refer to relevant

modification technical documents.

MSL Revision and Cancellation

Revisions to the manuals may result in MSL’s

amendment or cancellation.

For changes to TDMS manuals:

After the manuals have been uploaded ,the

Library assistant transfers to the engineer.
