MIT's announcement in 2001 that it was going to put its entire course catalog online gave a
jump-start to what has now become a global open educational resources movement, with the
ultimate goal of sharing the world's knowledge, the New York Times reported. Harvard, Yale and
Stanford all now offer substantial portions of their courses online. Anyone with an Internet
connection can follow a $50,000-a-year course for free, and get the lecture notes and course
assignments.

for Information Security of the FSB, Russia's secret police, said, in an apparent
warning to WikiLeaks that "it's essential to remember that given the will and the
relevant orders, [WikiLeaks] can be made inaccessible forever." An expert on Russian
security services said, it is "possible for the FSB to take down a site such as
WikiLeaks. They have the capacity for all of this."

The British government announced Wednesday a program to train 1,000 new Chinese language
teachers in England over the next 5 years, part of efforts to forge closer commercial ties with
China, Reuters reported. The program will aim to train enough teachers to enable every student
aged 11 or older in England who wants to learn Chinese to do so. China's emergence as the world's
2nd largest economic power has encouraged parents and students to see Mandarin as the most
useful language to learn, rather than the traditional French and German taught in many schools.

fees. The government will set up a total of ￡150m national scholarship scheme for poor family
with talented students to that end. According to the British government, students may apply for
student loans and begin to repay it if they have an annual income of more than ￡21,000 after
graduation, with the annual repayment about 9% of income. Currently graduated UK university
students must start repaying their loans if their annual incomes are more than ￡15,000.

Britain is handing out passports to more foreign nationals than any other EU country, the Daily
Mail of London reported. In one year, the number of citizenship applications approved by the
government was almost a quarter of those issued across all 27 EU member states, according to
Eurostat. From 2002 to 2008, the total number of approvals by Home Office officials in the UK
was 1,008,500, outstripping even Germany and France, which have larger populations. Britain
now has the 3rd largest number of foreign citizens - behind only Germany and Spain.

The upcoming G20 summit held in Seoul, the ROK is expected to offer a crucial opportunity for
Korean firms to boost their image and promote products abroad. Korean companies in various
sectors are waging promotion campaigns to offer sponsorship for the event, the Chosun Ilbo
reported. "Not only alcohol and mineral water companies, but undergarment factories and fried
chicken companies are also trying to use the event logo," a spokesman of the G20 organizing
committee said. The committee, worrying too many sponsors will have a negative effect on the

The whistleblower site Wikileaks on Friday night published a huge trove of secret field reports
from the battlegrounds of Iraq, detailing abuse, torture, rape and even murder by Iraqi police and
soldiers whose conduct appears to be systematic and normally unpunished, foreign media reported.
The 391,831 documents date from the start of 2004 to the end of 2009 and constitute the largest
military leak in US history. After the leak in July of more than 70,000 Afghanistan War documents,
the website was heavily criticized by the US government.

The accounts of prisoner mistreatment by Iraqi forces are the most explosive element of the nearly
400,000 classified reports. The Guardian of London said the "numerous" reports of detainee abuse,
"describe prisoners shackled, blindfolded and hung by wrists or ankles, and subjected to whipping,
punching, kicking or electric shocks."

Saturday about Prime Minister Nouri al-Maliki's bid to remain in power for a second term, AP
reported. The trove of nearly 400,000 WikiLeaks papers detail US military reports of alleged
abuse by Iraqi security forces - some of which happened after al-Maliki became prime minister in
May 2006. They were released as al-Maliki scrambles to keep his job, nearly 7 months after
national elections failed to produce a clear winner.

the winning firm and the taxpayer. Mr Cameron is following the example of the Queen, who has
opened a gift shop at Buckingham Palace. The No 10 shop is currently only open to staff members.
Mr Cameron is serious about squeezing every possible saving from Whitehall and sees this idea as
a way of raising revenue to set against costs.

The toxic red sludge that burst out of a metals plant reservoir in Hungary and flooded 3 villages
reached the mighty Danube Thursday, AP reported. The EU and environmental officials fear an
environmental catastrophe affecting half a dozen nations if the red sludge, a waste product of
making aluminum, contaminated the 2,850km-long Danube, Europe's 2nd-longest river.

Creeks in Kolontar, the closest town to the spill site, were swollen ochre-red Wednesday and
villagers said they were devoid of fish. Kolontar is 70 km south of the Danube. The red sludge
reached the western branch of the Danube early Thursday, Hungarian rescue agency spokesman
Tibor Dobson told the Hungarian state MTI news agency.

The reservoir break Monday disgorged a toxic torrent into local creeks that flowed into waterways
connected to the Danube. It is still unknown why part of the reservoir collapsed. Authorities have
ordered a criminal inquiry into the accident, which has killed at least 4 people, injured 120 and left
3 people missing amid an estimated torrent of 1m cubic meters of toxic waste. The sludge spill is
said to be one of the top 3 environmental disasters in Europe in the last 20 or 30 years.

for manufacturing aluminum. Treated sludge is often stored in ponds where the water eventually
evaporates, leaving behind a dried, red, clay-like soil.

on the Marshall Islands were indiscriminately killed in a 1945 rebellion that appears to have
started after they were forced to eat human flesh, Seoul's Yonhap reported Wednesday, citing a
report by the ROK government. The government committee said that the results of its 3-year
probe indicate that the laborers were served the flesh of their colleagues - disguised as "whale
meat" - after the Japanese ran out of food. The probe also concludes that the forced cannibalism
appears to have caused the rebellion.

Several countries have warned their citizens of an increased risk of terrorist attacks in Europe. The
US issued a warning Sunday to American citizens traveling in Europe, without singling out any
specific countries, saying tourists should proceed with caution. The UK raised the terrorism threat
level in its advice for citizens traveling to Germany and France to "high" from "general." It left the
threat level at home unchanged at "severe," meaning an attack is highly likely. Joining the US and
Britain in warning of a possible terrorist attack, Japan issued a travel alert for Europe Monday.

a top scientist who made wild claims about his background was granted high security clearance,
AFP reported. The head of the Defense Technology Agency, Stephen Wilce, quit last month after it
was discovered that he padded his resume and made a string of fanciful claims about his past.
They included being a British Royal Marines combat veteran, a member of the British Olympic
bobsled team and a special forces soldier who was on the IRA death list, service in MI5 and MI6,
and designing the guidance system for the Polaris missile. Wilce headed 80 staff at the Defense
Technology Agency for 5 years and had access to sensitive classified material at the highest level.

The military of the Democratic People's Republic of Korea (DPRK) fired two shots toward a
Republic of Korea (ROK) military guard post near the inter-Korean border in Hwacheon late
Friday, Seoul's Ministry of National Defense confirmed to Xinhua. The shooting took place at
around 17:26 local time, the ministry said. It has not been confirmed whether the shooting was
accidental, but the ROK side immediately returned three shots, Xinhua reported.

The Democratic People's Republic of Korea (DPRK) Sunday held a grand military parade to
celebrate the 65th anniversary of the ruling Workers' Party of Korea (WPK), Xinhua reported. Top
leader Kim Jong-il attended the massive ceremony in Pyongyang. Also present were Kim Jong-un,
vice chairman of the WPK's Central Military Commission, and many other senior officials. More
than 100,000 people gathered to watch the parade which was also broadcast live for the first time
on state television.

Salehi, also the head of the Atomic Energy Organization of Iran, was the first public word that
some personnel have engaged in espionage, although Tehran has arrested suspects in the past.

In an astonishing moment, a book was apparently hurled at the head of US President Barack
Obama during a campaign rally in Philadelphia, the Daily Mail of London reported. The flying
missile narrowly missed hitting the president Sunday. It is not clear what the book was, where it
came from in the crowd, or why it was thrown at Obama - who did not appear to notice the danger.
The rally was clearly an eventful one - other images included a naked man being led away in
handcuffs by police. It is not clear if the man was involved in the book-throwing incident, or why

Fishermen at the Japanese town of Taiji shrugged off protests by animal rights activists Tuesday to
carry out their grisly annual dolphin hunt, Reuters reported. Members of Sea Shepherd, one of
several animal rights groups that have been monitoring fishermen in Taiji since the season began
in September, said in a report that they witnessed the 2nd killing of dolphins this season Tuesday.
They said 14 dolphins were killed, while another 6 - mothers and calves - were spared, at least
temporarily.

recent years tell interrogators they should aim to provoke humiliation, insecurity, disorientation,
exhaustion, anxiety and fear in the prisoners they are questioning, and suggest ways in which this
can be achieved. The 1949 Geneva Conventions prohibit any "physical or moral coercion", in
particular any coercion employed to obtain information.

right where Apple wants to build a new $1b facility. The couple had no plans to move. They
rejected Apple's first offer and 2nd. But the 3rd time proved the charm. "They told us to put a price
on it, we did and they agreed," said Kathy Fulbright.

Iceland remains the country that has the greatest equality between men and women for the 2nd
year in succession, according to an annual report by Switzerland-based nonprofit group World
Economic Forum. Nordic nations dominate the top of the list of 134 countries and regions, with
Norway in 2nd place and Finland 3rd. The report measures equity in the areas of politics,
education, employment and health.

new antagonist, Oracle, AP reported Tuesday. Leo Apotheker will be called as a witness in Oracle
Corp's corporate espionage trial against SAP AG, Apotheker's employer of more than 20 years.
The trial starts on November 1, the same day Apotheker starts at Hewlett-Packard.

In a letter to the New York Times, HP chairman Ray Lane says any assertion that Apotheker is
more corrupt than Hurd is fallible. Hurd "violated the trust of the board by repeatedly lying to

elements of HP's standards of business conduct and he demonstrated a serious lack of integrity and
judgment. The board was unanimous in its decision that he must go, including the 7 directors Hurd
recruited to the board."
