摘要：PROBLEM TO BE SOLVED: To provide a service application issuing device in

which, when an error occurs at the time of issuing an IC card, a UI application determines

whether the error has occurred in initialization or in personalization, and starts

reprocessing that matches the state of ON: A service application issuing

device is equipped with an issued data distribution server that distributes to mobile

terminals of users issuance data that activates a service application (hereinafter

abbreviated to SA) that emulates the actions of IC cards distributed from an SA

distribution server to the mobile terminals and with a management server that responds

to inquiries from the SA and manages the utilization and non-utilization of the SA

installed on the mobile terminals. Issuance of dummy data by the issued data distribution

server as the issuance data to a mobile terminal is deemed to have completed issuance

and, if the management server finds by inquiry that no issuance data is issued to a mobile

terminal regarding the SA, issuance data is issued to the mobile terminal to activate the
