新能源汽车动力蓄电池回收利用溯源管理暂行规定

Article 1 These Provisions are formulated in accordance with the

relevant laws and regulations, in order to promote the recycling

and utilization of new energy vehicle power battery, and to protect

the legitimate rights and interests of all parties involved in the

recycling and utilization of new energy vehicle power battery.

Article 2 The new energy vehicle power battery mentioned in these

Provisions refers to the power battery used to provide power for

new energy vehicles.

Article 3 The recycling and utilization of new energy vehicle

power batteries shall be subject to the supervision of the relevant

departments of the State.

Article 4 The recycling and utilization of new energy vehicle

power batteries shall be carried out in accordance with the relevant

laws and regulations.

Article 5 The recycling and utilization of new energy vehicle

power batteries shall be conducted in accordance with the

principles of safety, environmental protection, resource utilization

and traceability.

Article 6 The recycling and utilization of new energy vehicle

power batteries shall be conducted in accordance with the

following procedures:

(1) The power battery recycler shall register with the relevant

departments of the State and obtain the power battery recycling

and utilization qualification certificate.

(2) The power battery recycler shall establish a power battery

recycling and utilization traceability management system, and

record the power battery recycling and utilization information in

the system.

(3) The power battery recycler shall establish a power battery

recycling and utilization quality management system, and conduct

quality inspection on the recycled power battery products.

(4) The power battery recycler shall establish a power battery

recycling and utilization environmental protection management

system, and conduct environmental protection assessment on the

recycled power battery products.

Article 7 The recycling and utilization of new energy vehicle

power batteries shall be conducted in accordance with the

following standards:

(1) The recycled power battery products shall meet the

requirements of relevant national standards.

(2) The recycled power battery products shall have complete

product traceability information.

(3) The recycled power battery products shall have complete

environmental protection information.

Article 8 The power battery recycler shall be responsible for the

quality and environmental protection of the recycled power battery

products.

Article 9 The relevant departments of the State shall supervise and

inspect the recycling and utilization of new energy vehicle power

batteries in accordance with the law.

Article 10 These Provisions shall enter into force on the date of

promulgation.
